Yes very crazy, it says 100% of bubbles and its 31 but its 32 bubbles.

it says "pop 31 bubbles, 100% of the stage"

Edit: you are right, you can win without popping all bubbles!
Im going to contact Jp about this.

It seams to be a random glich, it dosnt happen all the time.

Why don't you have to pop all bloons while I puted you must pop 100% of them!?
